As someone who played the 3DS version.
To be honest, the game was okay but not groundbreaking.
Story was okay but the stage design was extremely bland and lacked variety. Not alot of platforming, mostly you running and wall jumping in a linear path.
The boss fights are great though.
PC version added the stuff that the 3DS lacked and what the fans asked for, mainly Japanese audio as an option and In battle
dialogues.

UPDATE 8/28/2015: 3DS is getting the rest of the Japanese voice acting like PC. Their PR guy sure made some bullshit reasons for not being able to.
3DS is not getting the other stuff though. Inafune is still a Jew though.

To summarize this, the only thing that was added was the stuff that was not translated in Inti Creates’ rush job in
localizing Gunvolt and a “Speedrun Mode” that adds no depth at all to the game.
No added mechanics, no new stories, and also no visual
enhancements if you care about graphics.

I give the 3DS ver a 8/10 but the PC ver gets a 6/10 (due to how bad it runs), game is decent but don’t expect this to be as good as Megaman Zero or even Megaman X
